The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

"The Tenth Amendment was intended to confirm the understanding of the people at the time the Constitution was adopted, that powers not granted to the United States were reserved to the States or to the people. It added nothing to the instrument as originally ratified." -- United States v. Sprague, 282 U.S. 716, 733 (1931).

The 10th amendment gives the State of Missouri the final say in all matters not addressed specifically in Article 1 of the US Constitution. If there is ever an overlap in federal policy and state policy you can be sure that one or the other entity is usurping power which has not been delegate to them.

For example, the State of Missouri establishes health care policy through the Department of Health and Senior Services. Likewise, the federal government seeks to establish health care policy through Obamacare. There is no mention of health care policy being delegated to the federal government in Article 1 of the US Constitution, therefore the federal government is usurping the power reserved to the State of Missouri through Obamacare.

In 2010, the Missouri house proposed House Joint Resolution 48, which highlighted that the federal government was stepping outside the bounds set by the 10th amendment and asserted that every person within the state of Missouri is and shall be free to choose or decline to choose any mode of securing health care services without penalty or threat of penalty by the federal government of the United States of America.

I support the sovereignty of Missouri and I will push for non-compliance when it comes to unconstitutional federal laws and mandates, which flagrantly step outside the delegation of the limited powers given to it in the US Constitution, which includes regulations from both the EPA and the Department of Education.
